Is take-home pay the same as net pay?

On this page, yes. It is gross minus the taxes and deductions in the breakdown.

Why does the same salary differ by state?

Federal tax and FICA stay the same. State tax, local tax, and state payroll programs do not. Open Compare to put two states side by side.

Does a 401(k) count as take-home?

No. A deferral leaves the check. It does reduce federal income tax, which is why net pay falls by less than the deferral.

Can I start from the net amount I want?

The bonus page solves a gross-up for a flat supplemental payment. This page starts from the wage and shows the net.
